Public Benefits Privatization and Modernization: Recent Developments and Advocacy
Coverage | Welfare, Jobs & Workforce Development
An article by staff at the National Center for Law and Economic Justice (NCLEJ) printed in the Journal of Poverty Law and Policy in the May-June 2008 edition reflected on the experiences within four states (Texas, Florida, Indiana, and Colorado) of privatization of application processes for public benefits as well as the incorporation of technology enhancements by private vendors. An Advocacy Case Study at the end of the article speaks of the work that Community Voices Heard (CVH) did - in collaboration with NCLEJ - around the WeCARE Program in New York City. This program, serving welfare recipients with physical or mental barriers to employment, is operated by privately contracted vendors. CVH released a report on the failures of the program as well as the Human Resources Administration's (HRA's) oversight of it, thereby moving the agency to enhance their oversight measures.
